Job description

This global-impact position is responsible, with strategic guidance from Global Procurement (GP) senior leadership, to develop and maintain key components of the procurement framework including: procurement policies and procedures that promote efficiency, support strategic objectives, and protect corporate assets; a compliance program that drives adherence to policies & procedures across the Abbott enterprise, including corporate and divisional functions, US and international delegated procurement functions, and managed services; and effective and reliable GP-managed systems and tools.
POLICIES & PROCEDURES:
Develop and maintain Subject Matter Expertise on procurement policies and procedures
Lead (or act as key SME) on cross-functional project teams undertaking initiatives that require procurement policy and process changes, working closely with Shared Services, Finance and other key functions (Legal, Technology, Quality, etc.)
Understand impact of procurement policies and procedures on international affiliates, including inter-connections with international financial requirements and contractual execution practices
Understand connection points between procurement and other Abbott policies (Finance, Quality, Shared Services, Technology, Legal, OEC, etc); coordinate with Sr leaders and working teams to evaluate and resolve any disconnects and ensure procurement policy changes are appropriately reflected in other functional policies and vice versa
Recommend policy or procedure changes to support efficient procurement processes and strategic objectives while protecting Abbott assets
Engage with GP Training and Communications Coordinator to develop and deliver effective training and communication of procurement policies and procedures to the procurement community and other functional leaders (e.g. Division Controllers, International Finance Directors, etc. )
COMPLIANCE:
Develop and manage an effective procurement compliance program, driving adherence to policies and mitigating risk of non-compliance across the enterprise, including corporate and divisional procurement functions, US and international delegated procurement functions, and managed services
Coordinate with GP Business Excellence Manager and GP Training and Communications Coordinator to deliver effective training to appropriate functions across the enterprise and managed service organizations
Coordinate with Shared Service, managed service management, and Corporate Finance Services' international Finance Directors to perform periodic self-audits of delegated procurement activities to assess compliance to policies and need for risk mitigation plans
Coordinate and manage audits of the Global Procurement organization
SYSTEMS & TOOLS:
Coordinate closely with BTS's Procurement Business Relationship Manager (BRM) and GP senior leadership to evaluate the portfolio of GP-owned systems and tools (Cvent, SharePoints, Contract Management system, etc.) for purposes of ensuring GP-owned systems and tools are meeting the needs of the procurement function and are in line with overall GP and Corporate technology strategies
Oversee or perform system or sharepoint administrative activities performed within GP
Review and provide input into Work Intake Forms (WIFs) put together by BTS BRM and the Procurement-owner of the request for new or updates/fixes to existing systems/tools
Ensure relevant IT and other policies are being followed for all GP-owned systems and tools (e.g. recertification processes are in place and appropriately maintained)
OTHER:
Proactively identify and capitalize on opportunities.
Develop and implement creative, workable and effective solutions.
Actively develop knowledge of procurement function, to allow for shift to fill periodic gaps or project management needs outside of core responsibilities, as may be needed in a dynamic organization
May be required to manage small staff or contingent workers, depending on priorities of dynamic organization

MINIMUM EDUCATION
BA / BS – Business, Finance, Audit or Systems Administration
Master Business Administration or equivalent combination of education and work experience
EXPERIENCE
Minimum 6 years: Revenue Division assignment(s), preferably across Manufacturing, Supply Chain and Commercial functions
Minimum 4 years: International (Ex-US) assignments, or extensive collaboration with international sites
Minimum 4 years: Complex, cross-functional project management, or complex process development and implementation
Minimum 3 years: Coordination with IT functions on new systems needs, systems or process run changes, and defining user/organization requirements
Minimum 2 years: Budget management, financial evaluation and/or financial business case development
Minimum 4 years: Financial or procurement audit management
Minimum 4 years: SOX audit management
Minimum 2 years: IT audit management
Some: Quality audit support or management
Extensive: Experience with policy creation, policy review, policy change and/or deviation process
Extensive: Working knowledge or management of Source to Pay processes, preferably with working knowledge of processes outside the US
Extensive: Working knowledge or management of Abbott procurement and financial policies
Substantial: Knowledge of IT policies, as they pertain to systems/access controls and data security
Some: Knowledge of Quality policies
